Wang Yi Talks About the 5th China-Japan High-level Economic Dialogue

　　On April 14, 2019, State Councilor and Foreign Minister Wang Yi made concluding remarks and summarized the consensus both sides have reached during the 5th China-Japan High-level Economic Dialogue.

　　Wang Yi expressed that against the backdrop of continuous improvement and development of China-Japan relations and the profound and complicated changes that the world economy is going through, senior officials of over 20 government departments of China and Japan, the second and the third largest economy in the world, gathered to have in-depth and comprehensive communication about how to enhance cooperation between both countries and jointly cope with challenges. The Dialogue, whose significance and value are reflected in both bilateral level and regional and international level, is conducive to pushing economic and trade cooperation between China and Japan as well as the stable development of the world economy.

　　Wang Yi expressed that constructive discussions were made during the Dialogue and a lot of consensuses were reached on the basis of the existing cooperation.

　　Ⅰ. Both sides agreed to jointly safeguard multilateralism and free trade system, continue to further promote economic globalization and regional integration and step up efforts to build an open world economy. Both countries will strengthen communication and coordination on the reform of the World Trade Organization, promote the improvement of global economic governance system and constantly create a free, open, inclusive and orderly international economic environment.

　　Ⅱ.The Japanese side will send a high-level delegation to China for the second Belt and Road Forum for International Cooperation to be held in China and commit itself to expanding relevant cooperation. The Chinese side expects the Japanese side to participate in the joint construction of the Belt and Road Initiative with a more positive and clear attitude. Speaking positively of the China International Import Expo (CIIE) held by China, the Japanese side expresses that it will continue to participate in the second CIIE to be held within the year. The Chinese side welcomes such gestures.

　　Ⅲ. Both sides agreed to continuously implement the outcomes of the previous G20 summits, and enhance cooperation under the framework of the G20 mechanism. The Japanese side welcomes President Xi Jinping's attendance at the G20 Osaka Summit. The Chinese side supports the Japanese side in holding the Summit and in reaping positive results.

　　Ⅳ Both sides agreed to strengthen communication and cooperation in global environmental issues such as climate change, maritime environment conservation and biodiversity conservation. Both sides should ensure the success of the 13th China-Japan Energy Conservation and Environmental Protection Forum, actively explore cooperation in energy such as hydrogen energy and push for the implementation of the 2030 Agenda for Sustainable Development of the United Nations.

　　V. Both sides agreed to implement the consensus of the leaders to jointly complete the negotiations on the Regional Comprehensive Economic Partnership within the year and push for the substantive progress of the negotiations on the free trade area of China, Japan and the Republic of Korea.

　　Ⅵ. Both sides fully recognized the achievements of the First Meeting of China-Japan Innovative Cooperation Mechanism, and agreed to enhance more exchanges and cooperation in more fields and protect intellectual property rights, so as to promote innovative cooperation for constant and new progress together.

　　VII. Both sides agreed to further deepen China-Japan third-party cooperation. The Chinese side welcomes Japanese enterprises' active usage of the China-Europe freight trains and cooperation between the enterprises of the both sides in the Eastern Economic Corridor in Thailand for advancement.

　　VIII. Both sides agreed to cope with aging through cooperation, work together to explore relevant solutions, and focus on exchanges and cooperation on such aspects as caring for the elderly.

　　IX. Both sides agreed to promote trade and investment liberalization and facilitation, jointly create a business environment of fairness, justice and non-discrimination, and safeguard the multilateral trading system based on rules. The Japanese side spoke positively of China's important measures in deepening reform and expanding opening up.

　　X. Both sides agreed to actively propel economic and trade cooperation at local level, and push more cities of the both sides to establish economic cooperation partnership, so as to advance more practical cooperation at higher levels and better serve the economic rejuvenation of the two countries at local level.

　　Wang Yi stated that both the Chinese side and the Japanese side should continue to take the important consensus of the leaders of both countries as guidance, actively grasp the opportunities and open up new prospects for cooperation, in a bid to jointly push economic and trade cooperation between China and Japan for greater development and make contributions to the stable development of the world economy.
