MOFCOM Announces Final Ruling on Anti-dumping Investigation against Stainless Steel Billet and Hot-rolled Stainless Steel Plate/Coil

　　商务部公布不锈钢钢坯和不锈钢热轧板/卷反倾销案终裁裁定

　　On July 22, 2019, MOFCOM released the announcement on final ruling, stating that dumping exists in the stainless steel billet and hot-rolled stainless steel plate/coil originating in the EU, Japan, the Republic of Korea and Indonesia, China’s domestic stainless steel billet and hot-rolled stainless steel plate/coil industry were substantially damaged, and there was a causal relationship between the dumping and the substantive damage. MOFCOM decided to impose anti-dumping duties on the stainless steel billet and hot-rolled stainless steel plate/coil originating in the EU, Japan, the Republic of Korea and Indonesia by 18.1%-103.1% duty rates for five years from July 23, 2019. In addition, MOFCOM accepted the application for price commitments from related Korean enterprises, and would not impose anti-dumping duties on related products not lower than the committed price.

　　2019年7月22日，商务部发布终裁公告，最终裁定原产于欧盟、日本、韩国和印度尼西亚的进口不锈钢钢坯和不锈钢热轧板/卷存在倾销，国内产业受到了实质损害，且倾销与实质损害之间存在因果关系。自2019年7月23日起，决定对原产于欧盟、日本、韩国和印度尼西亚的进口不锈钢钢坯和不锈钢热轧板/卷征收反倾销税，税率为18.1%-103.1%不等，征收期限为5年。此外，商务部接受了韩国相关企业的价格承诺申请，对于不低于承诺价格的相关产品不征收反倾销税。

　　Responding to the application of domestic stainless steel billet and hot-rolled stainless steel plate/coil industry, MOFCOM released an announcement on July 23, 2018, deciding to initiate the anti-dumping investigation against the stainless steel billet and hot-rolled stainless steel plate/coil originating in the EU, Japan, the Republic of Korea and Indonesia. After that, China carried out the investigation strictly according to the relevant Chinese laws and regulations and the WTO rules. Based on preliminary investigation, MOFCOM announced the positive preliminary ruling on March 22, 2019, and made the above final ruling after a series of further investigations.

　　应国内不锈钢钢坯和不锈钢热轧板/卷产业申请，商务部于2018年7月23日发布公告，决定对原产于欧盟、日本、韩国和印度尼西亚的进口不锈钢钢坯和不锈钢热轧板/卷发起反倾销调查。立案后，商务部严格按照中国相关法律法规和世贸组织相关规则进行调查，在初步调查的基础上于2019年3月22日公布了该案肯定性初裁裁定，随后经过进一步调查，作出了上述最终裁定。
