National Imports and Exports Work Conference 2019 Held in Beijing

　　2019年全国进出口工作会议在京召开

　　On March 18, the National Imports and Exports Work Conference 2019 was held in Beijing. Assistant Minister of Commerce Ren Hongbin attended the meeting and made a speech. 150 representatives attended the conference, including those from the provinces, autonomous regions, municipalities directly under the central government, municipalities with independent planning status, Xinjiang Production and Construction Corps, the commercial departments of deputy provincial capital cities and other related departments.

　　3月18日，全国进出口工作会议在京召开。商务部部长助理任鸿斌出席会议并讲话。各省、自治区、直辖市、计划单列市、新疆生产建设兵团及副省级省会城市商务主管部门和有关单位代表共150人参加会议。

　　Ren Hongbin said that, in 2018, the national commercial system stuck to taking Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guidance, sincerely implemented the decision and deployment of the Central Party Committee and the State Council, adhered to the work tone of seeking progress through stability, promoted the introduction of policies and measures to push forward the stable growth of foreign trade in response to the concerns and requirements of local governments and enterprises. We also properly handled China-US economic and trade frictions, and spared no efforts to promote the foreign trade to seek progress while maintaining stability. In 2018, China’s total import and export hit a new record high, continued keeping the status as the largest goods trader in the world, and the contributions to the national economy was further strengthened.

　　任鸿斌表示，2018年，全国商务系统坚持以习近平新时代中国特色社会主义思想为指导，认真贯彻执行党中央、国务院决策部署，坚持稳中求进工作总基调，针对地方和企业的关注和诉求，推动出台促进外贸稳定增长的政策措施，妥善应对中美经贸摩擦，全力推动外贸稳中向好。2018年，我国进出口总额创历史新高，继续保持全球第一贸易大国地位，对国民经济贡献进一步增强。

　　Ren Hongbing said that, China’s foreign trade at present faced an even complicated and severe environment with larger uncertainties and more risks and challenges. We must keep a clear awareness. At the same time, realizing the goal of enhancing quality through stability of foreign trade also needs foundation and conditions. The commercial system of the whole country should dare to bear responsibilities, take actions actively, and make efforts to complete the decisions and deployment on foreign trade of the Central Party Committee and the State Council, so as to celebrate the 70th anniversary of the founding of People’s Republic of China with excellent achievements.

　　任鸿斌表示，当前我国外贸发展面临的环境更趋复杂严峻，不确定性更大，风险挑战更多，必须保持清醒认识。同时，实现外贸稳中提质目标也是有基础、有条件的。全国商务系统要敢于担当、积极作为，努力完成党中央、国务院关于外贸工作的决策部署，以优异成绩庆祝新中国成立70周年。

　　Ren Hongbin made deployment for the key work of foreign trade in this year. 2019 is a critical year for building a moderately well-off society in an all-round way. It is of great significance to do a good job in foreign trade. The commercial system of the whole country should take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guidance, fully implement the spirits of the 19th CPC national congress and the second and third plenary sessions of the 19th CPC central committee, sincerely implement the deployment of the Central Economic Work Conference and the foreign trade tasks clarified by the government work report, stick to the work tune of seeking progress while maintaining stability, steadily promote the construction of a strong country of trade, make efforts to enhance the quality of foreign trade through stability, and adhere to promoting high quality development of foreign trade. We should do a good job in 10 aspects. Firstly, take serious measures to implement policies and strengthen policies reservation. Secondly, steadily promote the construction of a strong country of trade and spare no efforts in enhancing quality through stability of foreign trade. Thirdly, be realistic and pragmatic, and make efforts to promote high quality development of foreign trade. Fourthly, further explore diversified markets to optimize the layout of international market. Fifthly, reform and optimize the supporting policies of new business types like cross-border e-commerce and actively cultivate new types and new modes of trade. Sixthly, promote the transformation and upgrading of processing trade and promote the level of industrial chain. Seventhly, expand import proactively and optimize import structure. Eighthly, promote the development and border trade vigorously. Ninthly, continuously promote the level of trade facilitation. Tenthly, continue to deepen structural reform of foreign trade.

　　任鸿斌对今年外贸重点工作进行了部署。2019年是全面建成小康社会关键之年，做好外贸工作意义重大。全国商务系统要以习近平新时代中国特色社会主义思想为指导。全面贯彻落实党的十九大和十九届二中、三中全会精神，认真落实中央经济工作会议部署和《政府工作报告》明确的外贸工作任务，坚持稳中求进工作总基调，稳步推进贸易强国建设，努力促进对外贸易稳中提质，坚持推动外贸高质量发展。重点做好10方面工作：一是狠抓政策落实，加强政策储备。二是稳步推进贸易强国建设，全力推动对外贸易稳中提质。三是求真务实，努力推动外贸高质量发展。四是进一步开拓多元化市场，优化国际市场布局。五是改革完善跨境电商等新业态扶持政策，积极培育贸易新业态新模式。六是促进加工贸易转型升级，提升产业链水平。七是积极主动扩大进口，优化进口结构。八是大力促进边境贸易发展。九是持续提升贸易便利化水平。十是继续深化外贸体制改革。
