China Signs the United Nations Convention on International Settlement Agreements Resulting from Mediation

　　On August 7, 2019, the Chinese government delegation led by Assistant Minister of Commerce Li Chenggang attended the signing ceremony of the United Nations Convention on International Settlement Agreements Resulting from Mediation (the Singapore Mediation Convention) in Singapore and signed the Convention on behalf of China. Singapore Prime Minister Lee Hsien Loong and Assistant Secretary-General for the United Nations Office of Legal Affairs Stephen Mathias attended the signing ceremony and delivered speeches. The UN Secretary-General Guterres sent a congratulatory video. Delegations from 67 countries and regions participated in the signing ceremony, and 46 countries including China, the US, South Korea, India, Singapore, Kazakhstan, Iran, Malaysia, and Israel signed the Convention.

　　2019年8月7日，商务部部长助理李成钢率领中国政府代表团在新加坡出席《联合国关于调解所产生的国际和解协议公约》（简称《新加坡调解公约》）签署仪式，并代表中国签署公约。新加坡总理李显龙、联合国负责法律事务的助理秘书长史蒂芬·马蒂亚斯出席签署仪式并致辞。联合国秘书长古特雷斯发来祝贺视频。67个国家和地区的代表团参加了签署仪式，包括中国、美国、韩国、印度、新加坡、哈萨克斯坦、伊朗、马来西亚、以色列等在内的46个国家签署了公约。

　　Singapore’s Prime Minister Lee Hsien Loong said in his speech that the Singapore Mediation Convention has further improved the mediation system for international commercial dispute resolution in addition to litigation and arbitration. The signing of the Convention by many countries demonstrates the international community’s consensus on the important role of multilateralism. The United Nations Secretary-General Guterres said in the video that the Singapore Mediation Convention strengthens the international rules of law in commercial dispute resolution and highlights the value of multilateralism. The Assistant Secretary-General for the United Nations Office of Legal Affairs Stephen Mathias said that the Singapore Mediation Convention is a support of multilateralism, and the success of the signing ceremony is a victory for multilateralism. The Convention will promote the development of the mediation system, promote the settlement of disputes of commercial entities, and maintain good relations to promote the development of international trade.

　　新加坡总理李显龙在致辞中表示，《新加坡调解公约》在诉讼、仲裁之外，进一步健全了国际商事争议解决的调解制度。众多国家签署公约，展示了国际社会对多边主义重要作用的共识。联合国秘书长古特雷斯在视频中表示，《新加坡调解公约》强化了商事争议解决方面的国际法治规则，凸显了多边主义的价值。联合国负责法律事务的助理秘书长史蒂芬·马蒂亚斯表示，《新加坡调解公约》是对多边主义的支持，签署仪式的成功举办是多边主义的胜利。公约将促进调解制度发展，促进商事主体解决纠纷，保持良好关系，从而促进国际贸易发展。

　　The Singapore Mediation Convention was drafted by the United Nations Commission on International Trade Law for four years, and was reviewed and approved by the United Nations General Assembly in December 2018. The Convention aims to resolve the cross-border implementation of settlement agreements reached by international commercial mediation. In the resolution to adopt the Convention, the UN General Assembly stated that mediation has unique value in the friendly settlement of international commercial disputes. The Convention will complement the existing international mediation legal framework and contribute to the development of harmonious international economic relations.

　　《新加坡调解公约》是由联合国国际贸易法委员会历时四年研究拟订的，并经联合国大会会议于2018年12月审议通过，公约旨在解决国际商事调解达成的和解协议的跨境执行问题。在通过公约的决议中，联合国大会表示，调解在友好解决国际商事争议上具有独特价值，公约将补充现行国际调解法律框架，有助于发展和谐的国际经济关系。

　　The Convention has received high attention and positive comments from the industry circles as well as industries including arbitration, mediation and law in China. Domestic organizations such as China Council for the Promotion of International Trade, China International Economic and Trade Arbitration Commission, Shanghai Mediation Center, Hong Kong Mediation Center, Institute of International Law of the Chinese Academy of Social Sciences, and related law firms participated in the signing ceremony.

　　公约得到我国业界及仲裁、调解、律师等行业的高度关注和积极评价。中国贸促会、中国国际经济贸易仲裁委员会、上海调解中心、香港调解中心、社科院国际法研究所以及相关律师事务所等国内机构参加了签署仪式相关活动。
